At a Boy Scout Troop meeting the scouts held elections. The winner was not the scout with highest rank. It wasn't the scout with the best attendance record. It wasn't even the scout with the nicest smile. The scout who won was the scout who was most popular. This caused some problems for the older scouts of higher ranks who thought they should have won. The scoutmaster said, "Troop members will not always pick the best leaders, but they will always pick the most popular scout to lead them."
