On a clear April morning some years ago, an apartment building exploded in Pulaski, Virginia, in a devastating moment of death and destruction. The entire building lay in smoking rubble, except for a small section of brick wall which swayed precariously above the smoke and flames and from which heart-rending cries for help could be heard. Attached to the wall were the remnants of a second-floor porch, upon which an elderly woman lay, clinging weakly to a wooden railing.
