In police work there is a phrase used -- "the thin blue line." What this means is that a small number of blue-uniformed police officers in a community are the force that keeps its inhabitants in check. The mere presence of two or three police officers deters thousands of people from breaking the law and turning an orderly way of life into anarchy. If people turned on our law enforcement officers in any significant numbers, they would be helpless to respond. It is a thin blue line which provides the necessary constraints that keep our ordered ways intact.
The Ten Commandments can also be called a "thin blue line." They are the God-given rules which hold us to a proper level of decency and respect for other people. But they are only effective if people adhere to them; their power can quite easily be overwhelmed by neglect.
