I was in elementary school in the 1950s at the height of the cold war. We'd hide under our desks during air raid drills. We were told that the Russians were an evil, unscrupulous enemy and that they might attack at any time. They showed us films about how horrible life would be under Russian occupation.
Out on the farm Dad nurtured the idea of the monstrous Russian. Every once in a while we'd see an airplane in the sky, and Dad wondered if the Russians were about to bomb us. One day a crop duster flew just over the treetops. Dad knew it was a crop duster, but he scared the daylights out of me when he hollered, "The Russians are coming!"
Another time while crawling through an electric fence into the soybean field Dad made sure that the wires came into contact with my arm. Laughing uproariously he shouted, "The Russians are coming!"
Years later we were having family devotions centered on John 3:16, "For God so loved THE WORLD ..." I expressed my amazement to Dad, because this verse implied that God even loves the Russians. "Of course he doesn't!" Dad said gruffly. "Don't be ridiculous! God could never love the Russians!"
Peter would disagree. "God shows no partiality, but in EVERY nation anyone who fears him and does what is right is acceptable to him."
