"I will put my law within them ..." I participated on a committee whose job was to propose regulations for a new county program. The program was for respite care for those who care for elderly people in their homes. The program is designed to help give primary caregivers a respite from the demanding chore of caring for elderly people who are not physically and/or mentally healthy. We were to develop rules to make certain that every truly needy person was eligible to receive the help while guarding against abuse and misuse of the program. We pondered income levels, housing arrangements and liquid assets. As we did, we struggled mightily with how to be kind and fair. Every rule and guideline we devised was lacking in some way so that injustice would likely be done to someone. We became aware of how difficult it is to express your intentions through rules and regulations. How we wished we could write the law on the hearts of all who would use the program so that all who needed it would use the program, but not abuse it. -- Keeler
