Ambassadors are chosen and sent by heads of state to stand in the place of the ruler or ruling body of that country. They are given authority within limits, to negotiate and speak on behalf of the nation they represent. While in their host country, they are given diplomatic immunity, protecting them from accidental violations of law or custom. But, they are not granted any of the privileges of citizens of the country, either -- for example, voting in elections or running for office.
