Congresswoman Margaret Welker was preparing to campaign for a third term of service. She paged her press secretary, David, on the intercom and asked him to come into her office for some instructions. She said to him, "I have some guidelines for campaign communications to our constituency.

"1. Do not print my speeches in the newsletter. Instead, put together a summary of our accomplishments over the past years of service.

"2. Tell them about my concern for the environment by listing the environmental bills for which I have worked.
