How we see or understand things around us, or how we interpret or accept them in our lives depends on our "frame of reference."
Jesus struggles with listeners who can't understand the parables, or his teachings. He is confronted by people who don't see God in the miracle of healing, but who wonder about demons. After they hear and see, they come to him saying, "If you are the Christ, tell us plainly."
Jesus finally says, "You don't believe or understand because you do not belong to my sheep." In other words, they have a different frame of reference.
