If you've ever driven in New England, you know the roads are narrow, hilly, winding and very busy. There are places where the speed limit is dangerous because of joggers and bikers on the road. While it might be technically permissible to travel 35 mph or 45 mph, to use that liberty to the limit may cause harm to someone else along the way.
