In the late eighteenth century, Catherine the Great, Empress of Russia, sent out a proclamation to German farmers, inviting them to migrate to Russia and settle in designated areas in the Ukraine and along the Volga River that needed settlement and agricultural development. The farmers would get free land, a high degree of autonomy in their own affairs, and exemption from serving in the military. Tens of thousands of German families set out for Russia with renewed hopes for the future.
