A number of years ago Khrushchev was addressing the Supreme Soviet and denouncing the brutalities of Stalin. A note was conveyed to him even as he spoke, and it said, "Where were you when Stalin was committing all his atrocities?"

Khrushchev became furious and pounded the lectern, "Who sent this note? I'll give you just one minute to stand up." There was absolute silence in the hall and no one stirred. "All right, I'll tell you what I was doing. I was doing exactly what the writer of this note was doing -- nothing. I too was afraid to be counted."
