One of the most fascinating achievements of the United States Government has been the establishment of the system of national wildlife refuges. A cornerstone to the establishment of this system of preserved wilderness was the habit of waterfowl to congregate along the pathway of migration. Ducks and geese like to stay close to one another, thus the ancient adage "birds of a feather flock together." Perhaps it is their recognition of common predators, similar needs for wetlands, or other realities native to their behavior as waterfowl.
