When Peter raised Dorcas from the dead, he presented her to saints and widows, people
who would be credible witnesses to the event. It was important to have witnesses who,
when they related the events of Peter's actions, would be believed. A credible witness, in
modern jurisprudence, is one who is competent to give evidence, and is worthy of belief.
The saints fit this qualification. Secondly, a credible witness is one who was actually
present at the event. Although turned outside the room, the widows could testify to
Dorcas' death.
