The young boy had gotten separated from his classmates as they toured the government building. He had stopped to read one of the many commemorative plaques on the wall, allowing the rest of the group to go on without him. As he ducked in and out of hallways and doors trying to find his friends, he suddenly found himself standing in a rather important-looking room with a large desk and a man seated behind it.
