In late 1994 a federal court judge ruled that a Baltimore law that restricted panhandling was unconstitutional. It seems that the city was trying to restrict beggars on the street from making a nuisance of themselves. The people of Baltimore were tired of seeing beggars and hearing them call out for money. But even though the Baltimore law was struck down, similar types of laws have been successfully introduced in many cities across the nation, as communities attempt to make panhandlers a bit less noticeable. The motivation of such laws needs to be considered.
