This passage echoes the beloved Psalm 23, and reminds us both of Jesus' parable of the lost sheep and of his self-identification as the Good Shepherd. Those who keep sheep tell us these animals, though seemingly timid, can be vicious with each other, with the stronger butting and biting the weaker. The prophet promises that the Good Shepherd will judge between sheep and sheep. Those who take advantage of, use or abuse the vulnerable and weak will face an accounting.
