Shortly after the beginning of this century, Charles Pean went to Devil's Island, the famous French penal colony. He was a Salvation Army captain and was shocked when he found no priest, minister or rabbi assigned to work with these men who were guilty of very serious crimes.
Pean appealed to the governor of the island and said, "It seems impossible that France is engaged in a penal service the only result of which is the complete degradation of 6,000 men."
