Social chaos had led the people of Israel to believe that God didn't care. They were confused and dispirited, struggling with a darkness which was partly in themselves, partly in others, and partly in the circumstances that they found themselves in. In the summer of 1993, the rivers of the Midwest rose ever higher, higher, higher, and still it rained and rained and rained. Surely God must not care that so much water could fall so fast and cover the land so thoroughly. Devastating losses to homes, farms and businesses amounted to billions of dollars.
