For years the people of the congregation had wondered why they were struggling. The worship would oscillate between 40 and 60 in attendance, depending on how well people liked the current pastor. But even though the congregation would talk about outreach, only occasionally would anyone new join the congregation. Long-term changes seemed almost nonexistent. Almost no new fruit seemed to be produced.
